Explanation of Terms

Narcotics and Psychotropics Control Law.
The importing, making, mixing, transfer and possession of narcotics and psychotropics covering 131 different kinds such as heroin, cocaine, morphine, LSD and MDMA is forbidden and has been enforced since 1953. In order to be a licensed importer, exporter or maker permission is needed from the Minister of Health and Welfare or a Prefectural Governor. The cultivation of drug material plants also require permission so only researchers are permitted to grow such plants.
